Merlin Uses SOA Expertise to Strengthen USTRANSCOM Web Services
New Engagement Increases Merlin's Contract to $2.57 million

Washington D.C. – Dec. 11, 2006– Merlin International, one of the fastest growing federal IT solutions providers, today announced that its engagement with USTRANSCOM has been expanded to include upgrades to the agency's Web Services infrastructure. These enhancements will establish a metadata repository and make all relevant metadata available to the Defense Information Security Agency (DISA), allowing USTRANSCOM to meet data sharing requirements established by the Office of the Secretary of Defense (OSD).

Under this agreement, Merlin's professional services team is creating a unified metadata repository, as well as implementing and managing the IT security services associated with the projects. This implementation extends the period of performance to September 30, 2006 and brings the total value of Merlin's contact with USTRANSCOM to more than $2.57 million.

Through this project, Merlin is developing a metadata repository which allows USTRANSCOM to link functional process and architectural metadata with operational data sources. This helps establish best practices for the agency's massive shipping component. For example, USTRANSCOM can associate metadata with a specific object, such as a shipping container, and define all the values that are associated with the container.

Another key feature of the implementation is the impact analysis component, which enables USTRANSCOM to analyze how changes to the overall data architecture and changes to application schemas impact the agency on an enterprise-level. It also establishes interoperability standards and management, and helps the agency comply with OSD requirement for a Net-Centric Data Architecture. Impact analysis functionality will be crucial when designing the data architecture for a new system or making changes to an application that interoperates with others. For example, if USTRANSCOM would like to eliminate a tool because it is obsolete in one program, the agency will know in near real-time if removing the asset will adversely impact the operation of other applications.

Merlin is also developing an SOA Web Services operational process that provides the tools and procedures necessary to enable the agency to deploy and support multiple registries, while maintaining the appropriate barriers between private and public Web services information. Merlin is developing and documenting the workflows needed to take the SOA Web services through registry and governance as well as defining and documenting the processes needed to manage, secure, and put in production these Web services per the SOA Web services discovery framework.

The USTRANSCOM metadata repository project combines the previous USTRANSCOM SOA work and metadata repository projects into a single effort for the USTRANSCOM J6/CDO.
