Vice President, Special Programs
David serves as Vice President, Special Programs, and is a recognized and respected leader in the United States Special Operations Command (USSOCOM) and Special Operations Forces (SOF). In David’s last deployment, he served as Director of Communications and Chief Information Officer for Special Operations Command Europe, Stuttgart, Germany. He led 54 military, civilian, and contract personnel responsible for planning and delivering robust communications and information capabilities for all United States Special Operations Forces in Europe and Africa. He established communications force structure for the newly founded NATO Special Operations Coordination Centre and Special Operations Command Africa. He transformed the communications directorate from merely a headquarters-deployable element into a fully functioning staff element supporting theater operations. He also integrated Operation Enduring Freedom – Trans-Sahara communications plan into theater operations plans.
David also served as the Deputy Chief, C4ISR Ground Integration Division, Headquarters Air Staff, Deputy Chief of Staff, Warfighting Integration, Pentagon, Washington, D.C.
In that tour, he led an Air Staff division of eleven personnel responsible for the modernization of all Air Force ground-based networks with program oversight of $4 billion. He was a recognized expert on coalition and multi-level security capabilities and policy. He was singularly responsible for eliminating pivotal allied objections to Operation Iraqi Freedom air operations through extensive coordination with CIA, NSA, and Joint Staff, which ultimately led to the Presidential directive granting coalition partners secure network access. He served as the Chief Information Officer for all Air Force advanced programs delivering special technical capabilities into combined air operations centers; personally selected to assume similar duties for all Department of Defense programs.
